IMIA Yearbook 2014 - First Seven Papers Now Available Open Access, Free to Download
The first set of seven contributions to the IMIA Yearbook of Medical Informatics 2014 has been published. The papers are all available via the IMIA Yearbook 2014 website, hosted by the publisher Schattauer, at http://www.schattauer.de/en/magazine/subject-areas/journals-a-z/imia-yearbook/imia-yearbook-first.html See also link from http://wp.me/pvCUS-1WA

IMIA is proud to announce that the IMIA Yearbook 2014 is published in Open Access format. In 2013, the IMIA General Assembly voted to make the Yearbook available to all members, and the wider community, free of charge. At the same time, we have ceased publishing the paper version of the Yearbook; in future, it will only appear online. As a result of these changes, the IMIA Yearbook team is able to provide some of the content earlier than in previous years. In late May, the first set of publications including the keynote delivered by Prof. Reinhold Haux at MedInfo2013 on the occasion of his receipt of the IMIA Award of Excellence, as well as commentary on the keynote, two history of informatics articles and other contributions were published. The remainder of the Yearbook will be published in August 2014.

IMIA believes that making the Yearbook available to everyone will increase readership and will increase interest of potential authors to participate in the Yearbook. “IMIA has fundamentally changed the way the IMIA Yearbook can be accessed – by eliminating the fee-for-access model, IMIA members in resource poor countries now have for the first time unfettered access to the high quality surveys and synopsis as well as the working group contributions” said VP for services Dr. Christoph U. Lehmann. Brigitte Seroussi, one of the editors of the Yearbook, stated “Making the Yearbook open-access will greatly improve the dissemination of its scientific content to worldwide researchers making them able to build on the findings, connect together and become the actors of innovation and scientific discoveries." Marie-Christine Jaulent, another of the Yearbook editors, states that "Bringing the IMIA yearbook content to a wide audience, permitting any user to access the full texts freely, immediately will increase the visibility of its contributors, the availability of its high value content as well as its impact".

Reinhold Haux's paper is available as follows, and the other papers available via the link above. We invite colleagues to provide feedback on the new model for the IMIA Yearbook, so that we can continue to improve its content, access, etc.

On Determining Factors for Good Research in Biomedical and Health Informatics. Some Lessons Learned
R. Haux (1) (1) Peter L. Reichertz Institute for Medical Informatics, University of Braunschweig - Institute of Technology and Hannover Medical School, Germany Yearb Med Inform 2014 9: - http://dx.doi.org/10.15265/IY-2014-0025 [Free PDF]

Medinfo2013 Proceedings Available Open Access
The proceedings of Medinfo21013 are now again open access and freely available on the website of the publisher, IOS Press - see http://ebooks.iospress.nl/volume/medinfo-2013-proceedings-of-the-14th-world-congress-on-medical-and-health-informatics You can download individual papers or the full proceedings as one PDF file [43.5MB PDF]. We are very grateful to Prof. Chris Lehmann, IMIA VP Services and Medinfo2013 Editorial Committee Chair, and IOS Press, for their work on this.

WHO Calls for Public Interest Safeguards for .health and Health-related gTLDs
The World Health Organization (WHO) has called on the ICANN Board to require the adoption of various principles to govern health-related gTLDs, and in particular a future .health gTLD. "Establishing much-needed governing principles for the .health gTLD is the key to ensuring the Internet can play its proper role in supporting global public health", the statement concludes. The WHO statement and principles, together with background information, are available at http://www.who.int/ehealth/programmes/governance/en
The WHO state that the adoption of appropriate and sound governance, principles and rules for the .health gTLD would establish a safe and reliable space on the Internet for health. They further state that these "Governing Principles and GAC safeguards would offer the transparency, quality, security and control needed for online health services to thrive, while protecting consumers and industry from the serious fraud and abuse prevalent today. Further, a reliable and trustworthy Internet would enable the exchange of sensitive health information during joint action in emergencies such as disease outbreaks and natural disasters, and enhance the capability of health authorities to share and analyse diverse data from many sources". The principles are listed at http://www.who.int/ehealth/programmes/governance/en/index3.html

As discussed at the 2013 GA meeting, IMIA asks all members and colleagues to continue supporting this action. Letters can be sent to the ICANN Board (see http://eepurl.com/MNmlr for addresses and an earlier letter template, which should be updated to express support for the WHO principles) and to national GAC members - see list at https://gacweb.icann.org/display/gacweb/GAC+Representatives The ICANN Board is also listed at https://www.icann.org/resources/pages/board-of-directors-2014-03-19-en

IMIA Financial Review Committee - Applications Sought
The IMIA Financial Review Committee is an important formal IMIA committee, with members appointed by the IMIA Board. It has a limited remit, which is to "ensure that the Financial Statements of the prior fiscal year, as provided by the external accountants, are reviewed and provided to the Board with a report of that review. This report, along with the Financial Statements, shall be tabled by the Treasurer for approval at the next meeting of the General Assembly". Its work is mainly undertaken in the 3 months before the annual GA meeting, and is conducted electronically. The relevant SOP is at http://www.imia-medinfo.org/new2/sites/default/files/1009GA-capetown-sop-finance-review.pdf

IMIA seeks new members for this committee. If you are interested in volunteering, please send a short (one page) expression of interest, to include your IMIA background and experience, and other experience appropriate to the work of the committee to the IMIA Office (imia at imia-services.org) before 15 June, 2014. If you have questions about the role and scope, please feel free to also send them to the same email address. Selection of members will be undertaken by the IMIA Board.

IMIA Board Nominations 2014 - Initial Notice
As initially announced in the May 2014 newsletter, and as discussed at the 2013 IMIA General Assembly meeting in Copenhagen, the IMIA Nominating Committee will be formally instituting a wider process of seeking nominations for IMIA Board positions, building on the broad consultation tradition that has existed for many years. This process is additional to, and does not replace, existing consultations. A formal call for expressions of interest will be launched in July 2014, with a closing date of 01 September, 2014. The IMIA Nominating Committee will consider all candidates and, as per current practice, recommend a list to the IMIA General Assembly meeting.

The following positions are due for nomination at the 2014 IMIA General Assembly meeting, with nominees taking up post following the 2015 GA meeting:

IMIA Secretary (2015-18)   -   IMIA Treasurer (2015-18)   -   VP Membership (2015-18)   -   VP Services (2015-18)

As the incumbent has served the maximum two terms, a new IMIA Secretary will need to be nominated and elected. The current Treasurer, VP Membership and VP Services are eligible for further terms if nominated and willing to serve.

A full description of the processes, descriptions of the roles and responsibilities of the posts, and the requirements for expressions of interest, will be published in July 2014. However, anyone considering expressing interest in candidacy should note that:
IMIA Board member posts are honorary (ie unpaid) and self-funded; IMIA does not pay costs of participation in Board meetings;
IMIA Board members are expected to attend a Board meeting in the first half of the calendar year, and the Board and General Assembly meetings in the latter part of the year. They will need to have sufficient time to commit to the activities of their roles between meetings, and engage with other Board members and IMIA staff electronically;
the roles and responsibilities of IMIA Board members are as broadly described in IMIA Statutes and Policies (available from http://www.imia-medinfo.org/new2/node/4)
the final slate of candidates will be selected by the IMIA Nominating Committee, and presented to the IMIA General Assembly, taking account of balance according to region, gender, and experience, among a wide range of factors.
Anyone with any specific questions should contact the IMIA Office (imia at imia-services.org). Expressions of interest will not be accepted before 01 July 2014.
